What happened
A fire engulfed a substation of the Benin Electricity Distribution Company (BEDC) at Okoloba junction in Effurun, Uvwie Local Government Area, Delta State, Nigeria, according to a Daily Post report published on 9 May 2018. The fire forced residents to leave their homes, fearing electrocution. Road users abandoned the Effurun to Sapele road after BEDC wires were seen dangling in the area. Firefighters repeatedly ran short of water supply and were unable to quench the blaze.
Before they could return to the scene, the substation had sustained serious damage. At the time of reporting, the cause of the fire had not been ascertained, and the company's public relations office did not answer calls from the reporter.
Contributing factors
The cause of the fire had not been ascertained at the time of reporting. The source reports that firefighters repeatedly ran short of water supply, which hampered efforts to control the fire.
Lessons learned
- Substation sites should have a secured, reliable water supply or pre-arranged hydrant and tanker access so that fire services can sustain firefighting.
- Operators should set out a public safety plan for substation fires, including evacuation guidance for nearby residents and road closures around any dangling conductors.
- Utilities should have a media response process so that a factual statement about an incident is available to the public while the cause is still being investigated.
