What happened
At about 02:15 on Saturday 10 October 2026, a mini substation at Extension 31 in Fleurhof, Roodepoort, was deliberately set on fire. City Power said a preliminary security report found that two individuals unlawfully entered the site and set the unit alight. Security personnel spotted the intruders and requested backup. The South African Police Service responded and arranged assistance from Emergency Management Services, which extinguished the fire. City Power described the attack as part of a sequence of attacks on electricity infrastructure in Roodepoort, including 16 mini substations vandalised from January to June 2026, and theft and vandalism at the Reefhaven and Reyger switching stations.
The extent of the damage and the full impact on supply were still being established at the time of reporting. Preliminary reports suggested that Legacy Hill may also be affected.
Contributing factors
Deliberate arson by intruders who gained unlawful access to the site. City Power said it suspected organised syndicate involvement in a wider pattern of attacks on electricity infrastructure in Roodepoort. A preliminary lead from a nearby fuel retailer was under investigation and had not been confirmed.
Lessons learned
- Substations and mini substations in high-crime areas need physical security such as robust perimeter fencing, intrusion detection and rapid response arrangements.
- Operators should share incident patterns with police and neighbouring utilities so that repeated attacks can be linked and investigated together.
- Fire response plans for substation sites should assume that deliberate fires can destroy equipment within minutes and that supply will be interrupted while replacement units are installed.
