On the morning of 9 November 2025, an explosion and a fire were reported at a transformer substation in Taganrog, in Russia's Rostov region. A Telegram channel, Astra, stated that the T-25 electric substation exploded on the site of the former TagAZ plant. Parts of several districts lost power and water supply. Local authorities reported no casualties and said the fire had been extinguished, with power expected to be restored soon.

Rosseti PJSC was reported as saying there had been an emergency shutdown of a high-voltage line, with crews working and power expected back in about two hours. It has not been confirmed whether the incident was connected to strikes.

Not reported. The source says it has not been confirmed whether the incident was connected to drone strikes. An unofficial suggestion of a missile strike was mentioned, without official confirmation.

  1. Substation operators should be able to isolate a failed high-voltage circuit quickly so that an explosion or fire does not leave large areas without supply for longer than necessary.
  2. Where a power loss also interrupts water supply, restoration plans should cover both services and give a clear public estimate of when supply should return.
  3. If an external cause is possible, operators should record the event and preserve evidence so that investigators can later establish what happened.
