Mar 2023Published 2 Oct 2026
What happened
On 11 March 2023 a large substation in Nelson Mandela Bay's Coega Industrial Development Zone exploded. The blast was reported to have caused widespread water outages, left factories and businesses without power, and caused damage estimated at R40 million. Early speculation was that cable thieves or vandalism were involved, and extra security was deployed. A later forensic investigation was reported to have found alleged irregularities, fraud and corruption in the metro's Electricity and Energy Directorate. Seven officials were placed on precautionary suspension, and the Hawks and the Special Investigating Unit were asked to investigate further. The source does not state what caused the explosion.
Contributing factors
The cause of the explosion was not reported. Early accounts raised cable theft or vandalism as possibilities. A later investigation alleged fraud and corruption in electricity supply-chain contracts, but the source does not say that this compromised the substation or caused the blast.
Lessons learned
- Keep the cause of a substation explosion unconfirmed until investigation separates equipment failure, vandalism and other factors.
- Preserve procurement and contract records so they can be reviewed independently after a major grid failure.
- Involve specialist investigators where irregularities are alleged around critical electricity assets.
