Fire damages newly commissioned solar noise barrier on Shanghai expressway

On the afternoon of 21 May 2025, a fire broke out on a photovoltaic noise barrier integrated into the elevated Hongmei South Road expressway in Shanghai's Xuhui District. Thick black smoke rose from the structure and debris fell onto the road below, disrupting traffic for more than two hours. The Xuhui District fire department attended and brought the blaze under control using aerial ladder trucks and ground crews. No injuries were reported. Many of the installed lightweight flexible solar modules were damaged. The project, backed by the Shanghai branch of China Huadian Corp and described as China's first PV-powered elevated noise barrier, had been connected to the grid on 30 April 2025, only about three weeks before the fire. The company said it had activated emergency response protocols and was cooperating with the authorities, who were still investigating the cause at the time of reporting.

The barrier used lightweight flexible thin-film modules with a load of 5 kg per square metre, chosen to balance power generation with noise reduction; the module type was not specified in the reporting. Industry commentary cited in the report notes that transport-integrated PV systems face harsher operating conditions than conventional ground or roof mounted arrays, including vehicle vibration, exhaust corrosion and extreme weather, and called for stricter fire resistance standards, cable maintenance and lifecycle safety management for this type of installation. The technical cause of the fire had not been confirmed at the time of publication.

  1. Transport-integrated PV structures such as noise barriers face distinct stresses, including vibration, exhaust exposure and weather extremes, that should inform material and fire safety specifications beyond those used for standard ground-mount or rooftop arrays.
  2. Newly energised PV assets warrant heightened monitoring in the early weeks after grid connection, since failures can emerge shortly after commissioning.
  3. Fire detection and suppression provision should be considered where arrays sit directly above live traffic lanes, since falling burning debris can extend the impact of a fire well beyond the asset itself.
