What happened
On the morning of 27 October 2026, two people suffered burns during repair work at a transformer substation serving the Parkwood residential complex in Tashkent, according to the Tashkent city administration. Preliminary information indicates that a phase-to-phase short circuit occurred during the work. Eyewitnesses initially reported that a man's clothing caught fire while he was working at the transformer facility, and the injured man was taken to hospital. The Tashkent city branch of Regional Electric Networks said the substation is owned and maintained by the consumer and is not part of the infrastructure operated by the city's electricity distribution branch, including the Mirobod District Electricity Supply Enterprise.
The repair was being carried out by an electrician hired directly by the consumer, who was not an employee of that enterprise. The administration later confirmed that both injured people were receiving medical assistance, with burns of varying severity.
Contributing factors
Preliminary information points to a phase-to-phase short circuit during repair work. Residents had earlier complained of power outages and lift disruptions at the complex, but the source does not link these to the incident.
Lessons learned
- Work on transformer substations should be isolated, proved dead and earthed before repair begins, and live work should only proceed under a permit.
- Privately owned substations need clear maintenance responsibility and competent contractors, checked before any work starts.
- Ownership boundaries between consumers and distribution operators should be documented so that each incident is investigated by the party responsible for the equipment.
