What happened
An explosion occurred at the Enel Green Power Bargi hydroelectric plant in northern Bologna province, Italy, on Tuesday 9 April 2024, according to a report dated 12 April 2024. The blast happened about 40 metres below water level in an underground plant. The company said the work under way was intended to increase the plant's efficiency. A fire broke out after a turbine exploded on the eighth floor below the surface, and the floor below flooded, collapsing several levels.
Divers spent more than two days recovering bodies. Seven workers were confirmed dead. Four other workers were wounded and taken to hospital, two of them in serious condition. Local prosecutors opened an investigation. The cause was still unknown when the report was published.
Contributing factors
The company said the blast happened during work to increase the plant's efficiency. The source reports that a turbine exploded and that flooding followed on the floor below. The cause had not been established at the time of reporting.
Lessons learned
- Work that alters or upgrades turbine equipment in a hydro plant should have a documented hazard assessment covering overpressure, fire and flooding.
- Underground plants need flood isolation and emergency egress routes that remain usable if a turbine fails.
- Crews working below water level need clear procedures for rapid evacuation and accurate headcounts during and after a major event.
