What happened
Singapore's grid operator SP Power Grid (SPPG) was fined a total of $1.75 million by the Energy Market Authority (EMA) for two separate substation fire incidents earlier in 2019. On 14 February, a fire at a substation near Carlton Hotel caused a power disruption in parts of central Singapore, attributed to a short circuit in switchgear after insulation failed due to heat stress from foreign contaminants. On 26 January, a fire at a substation in Bright Hill caused a power outage lasting about ninety minutes, affecting roughly 27,000 residents.
Investigations found the Bright Hill fire was started by a faulty voltage transformer that had been used beyond its manufacturer-recommended lifespan. EMA determined the Carlton Hotel incident could have been prevented had SPPG followed its own monitoring procedures during maintenance work.
Contributing factors
Foreign contaminants introduced during maintenance work led to insulation failure in switchgear at the Carlton Hotel substation, with SPPG found not to have complied with its own standard operating procedure for monitoring such work. At Bright Hill, a voltage transformer had remained in service beyond the manufacturer's recommended lifespan before it failed and caused a fire.
