Mini-substation on 16th Avenue, Joe Nhlanhla, Alexandra explodes amid overload

A mini-substation on 16th Avenue, Joe Nhlanhla, in Alexandra, Johannesburg, exploded and caught fire early on 16 June 2020, cutting power to the area. The utility, City Power, said the failure was caused by network overloading linked to illegal electricity connections in the neighbourhood. Restoration of supply was expected to take more than 24 hours, partly dependent on the availability of a replacement transformer. The utility said this was the fourth substation to fail from overload since the start of June, and identified other areas at similar risk due to illegal connections, backyard dwellings and rising appliance use in winter. No injuries or fatalities were reported.

City Power attributed the failure to overloading of the local network caused by illegal electricity connections, backyard rooms, vandalism of infrastructure, and high simultaneous use of power-hungry appliances such as stoves, geysers and heaters during winter.

1. Distribution networks in areas with high rates of illegal connections should be monitored for cumulative load growth beyond design capacity.
2. Utilities should maintain adequate spare transformer stock to reduce restoration times after overload failures.
3. Community engagement and enforcement against illegal connections can reduce repeat equipment failures in vulnerable network areas.
