At about 14:45 on 8 March 2022, a fuel oil leak occurred in the generator room of a data processing site in Pantin, Seine-Saint-Denis, France, according to the French accident database ARIA. The backup generator was running with a continuous demand for fuel. The site was evacuated to secure the affected area, absorbents were deployed, and drains that could carry pollution off site were isolated. Firefighters carried out initial pumping.

The following day a contractor cleaned up the site and pumped out the remaining fuel. About 1 cubic metre of domestic fuel oil escaped from the vent of the day tank, and 3.5 cubic metres of fuel mixed with water were recovered into a retention tank. Fixed-time rounds and forced mechanical ventilation were used to reduce vapours inside the room and outside. The fuel pump stopped automatically within a few minutes through the safety system beneath the day tank designed to contain accidental overflow.

According to ARIA, two concurrent defects were involved: a faulty level gauge that should have indicated high level and stopped filling, and a faulty relay controlling the filling sequence that started the filling pump. Fuel from the main tank was not stopped and was expelled through the nearest opening, the day tank vent. The high flow rate caused the leak within minutes.

  1. Fit an independent high-level cut-off on generator day tanks so that a single gauge or relay fault cannot allow overfilling.
  2. Include vent discharge paths and secondary containment in risk assessments for backup generator fuel systems.
  3. Require contractors to place any faulted installation in a manually secured state before starting work.
  4. Schedule periodic functional tests of level sensors and filling relays, not only visual inspection rounds.
