What happened
A transformer was reported to have exploded in Purok Malipayon, Barangay 35, Bacolod City, early on Saturday 15 October 2022. It was seen from the Baywalk near the Bacolod Real Estate Development Corporation port. The report said the explosion was alleged to have caused blackouts that began at 12:57 am and affected Panay Island and parts of Negros Occidental. The National Grid Corp. of the Philippines said the Panay and Negros sub-grids lost power after an isolated incident that affected its Bacolod-Kabankalan and Bacolod-Cadiz 138 kV line, and that restoration efforts were ongoing. This report does not confirm that the barangay explosion and the line incident were the same event.

Lessons learned
- Keep a reported local transformer explosion and a wider transmission trip as separate facts until the grid operator confirms they are the same event.
- State which lines and areas are affected, and update the public only as restoration is confirmed.
- Make clear in public statements what is alleged and what the operator has confirmed.
