Container fire at SDG&E Escondido battery storage yard, California

In September 2024, a fire was reported shortly after midday at the utility-scale battery energy storage facility at the Escondido Northeast Operations Yard, an Escondido substation-connected BESS in Escondido, California, operated and owned by San Diego Gas and Electric, using battery equipment supplied by AES. The facility comprised 24 battery containers and the fire remained contained to a single container. The local authority issued evacuation orders for an area of roughly 400 by 600 metres around the site, with shelter in place instructions for a slightly wider area. The local fire service attended together with county hazardous materials teams, whose attendance is required under local protocol for lithium-ion battery fires. Crews applied water to the surrounding, non-burning containers for exposure protection and allowed the affected container to burn out. The fire was declared out and cold about 13 hours after the initial report, and evacuation orders were lifted around midday the following day. No injuries were reported. Air quality was monitored by several agencies throughout the response and was reported as remaining within safe limits.

Public reporting at the time stated that the cause was to be established through a review by San Diego Gas and Electric. No root cause had been publicly confirmed at the point of the source reporting. This entry is therefore limited to the publicly confirmed facts of the event and the emergency response.

  1. Lay out containerised systems with spacing and separation sufficient to keep a thermal event within one unit, and verify the assumed separation distances against the enclosure design rather than the site layout drawing alone.
  2. Agree in advance with the attending fire service whether the intended tactic is controlled burn out with exposure protection to adjacent units, and record that tactic in the site emergency response plan.
  3. Confirm that hazardous materials specialists are dispatched automatically on any lithium-ion battery fire call, rather than on request after arrival.
  4. Pre-agree evacuation and shelter in place boundaries with local emergency management, including who issues the order and the criteria for lifting it.
  5. Arrange air quality monitoring capability before an event, and define in advance the readings that will support standing down evacuation orders.
  6. Prepare a joint communication route with the fire authority so that a single agreed public statement can be issued during and after an incident.
  7. Record burn out duration and resource demand after any event of this type, as multi-hour attendance has implications for water supply, crew relief and access arrangements.
