Planning evidence pack

What has gone wrong at sites like yours, from the register, in one document for the application. Every incident sourced and linked.

The Energy Incident Register is a data contributor to the PV Fire Intelligence Network (PV-FIN), led by BRE.

The register's own rule: every entry cites its sources, and a correction is free for anyone.

Who it is for

Planning consultants, developers and fire safety consultants preparing a battery storage, solar, wind or substation application, and officers and consultees reviewing one. Fire services, planning committees and residents now ask what has happened at sites like the one proposed. The pack answers that question with the record, not with an opinion.

What is in it

  1. Key findings for your site, in plain figures, ready to quote.
  2. Every grid-scale incident in your country, nearest first, with the distance from your site. Home, farm and business batteries are kept apart.
  3. For each UK grid-scale incident, a short note against the NFCC grid-scale guidance, with the passages quoted word for word and linked.
  4. In the UK, schemes of the same technology within 40 km that were refused, withdrawn or taken to appeal, your own council first, from the government planning database.
  5. Every recorded incident within 50 km of your site, found on a map, not by matching place names.
  6. Incidents at sites of a similar size, worldwide.
  7. Lessons for a grid-scale site: every UK grid-scale incident first, then major incidents abroad.
  8. The NFCC guidance points consultees cite, current and first edition.
  9. Worldwide context, by year and stage of life.
  10. How the pack was made and checked, its limits, and how to cite it.

See an example pack A made-up 50 MW battery project in Lincolnshire. Every section is shown, with the first rows of each table and one incident note in full.

A bought pack is one fixed, dated file with a pack reference, as a web page, a PDF and a Word document. The EIR editorial desk checks every bought pack within 2 working days (Monday to Friday) against a set list.

Card, Apple Pay or Google Pay through Stripe. The link arrives by email within minutes, and Stripe sends an invoice. If the pack is not useful, reply within 14 days and the payment is refunded in full. A changed pack (a new site point, size or technology) is free: reply to the email and the desk sends a new version within 2 working days (Monday to Friday). How packs are made and checked.

Why a register, and not a search

  1. Sourced. Every entry is written from published reporting and lists its sources on its own page, so a consultee can check any line.
  2. The same fields every time. Technology, stage of life, what failed, severity and lessons, so incidents can be counted, not just listed.
  3. Independent. No operator, manufacturer or campaign group decides what goes in. Corrections are free for anyone.
  4. Fixed and dated. The pack is made from the register on the day you order and kept as it was made, so the file you cite in the application never changes. A new version, when you ask for one, has its own number and date.
